賽里木湖國際旅游度假區（以下簡稱“賽里木湖”）位于新疆維吾爾自治區博爾塔拉蒙古自治州（以下簡稱“博州”）博樂市境內，中國“一帶一路”新亞歐大陸橋與“中國-中亞-西亞經濟走廊”交匯處，東距博州首府博樂市區90公里、阿拉山口口岸150公里，南距伊犁哈薩克自治州州府伊寧市160公里、霍爾果斯口岸86公里，距新疆維吾爾自治區首府烏魯木齊市520公里。北承喀納斯、布爾津禾木風景區、可可托海，南連空中草原那拉提、世界遺產喀拉峻等新疆一眾5A級景區的核心地帶，具有獨特的交通區位優勢。
The Sayram Lake International Tourism Resort (hereinafter referred to as " Sayram Lake") is strategically located in the Boltala Mongolian Autonomous Prefecture (hereinafter referred to as "Bozhou"), Xinjiang Uygur Autonomous Region. 賽里木湖古稱“凈海”，形成于7000萬年前的喜馬拉雅造山運動時期，是新疆境內海拔最高、面積最大的高山內陸湖泊、大西洋暖濕氣流最后眷顧的地方，被譽為“大西洋最后一滴眼淚”，素有高山明珠“西來之異境、世外之靈壤”的美譽，是大美新疆一張靚麗的旅游名片，也是博州構建新發展格局推動高質量發展、深入推進“文游興州”戰略的關鍵一環。

Aroused the attention of domestic and international tourism circles, the reputation is far away. 習近平總書記指出，“綠水青山就是金山銀山、冰天雪地也是金山銀山”。如何從戰略性、長遠性高度出發，深入踐行生態文明思想，全面推進人與自然和諧共生的美麗新疆建設，以國際一流水準高起點、高品質地開展賽里木湖規劃設計工作，把賽里木湖生態旅游發展置于博州區域經濟和社會發展大局中謀劃推進，實現景區建設與綜合服務基地相得益彰，“博溫賽”（指博州境內的博樂市、溫泉縣、賽里木湖風景區，下同）文旅康養一體化發展，做到前瞻性思考、全局性謀劃、整體性推進，促進各民族交往交流交融和區域更高水平開放，無疑具有重要意義。

1、從國際化、共建“一帶一路”、博州與伊犁等區域旅游協同發展的角度出發，聚焦頂層戰略規劃和整體城市設計，高站位謀劃賽里木湖打造國際旅游度假區的戰略路徑，高標準塑造景區和門戶綜合服務基地的空間布局，變過客為留客、變流量為留量。清楚‘不做什么’，避免急功近利；明確‘要做什么’，避免錯失機遇，做到前瞻性思考、全局性謀劃、整體性推進。

本次征集活動分資格預審、方案競標和整合深化三個階段進行。
The solicitation activity is divided into three stages: pre-qualification, project bidding and integration deepening.
1、應征機構根據本次征集活動規則及預審材料要求，提交相應的報名材料。主辦單位將組建資格預審委員會，由資格預審委員會對報名單位中主創設計師的業績和經驗、擬投入項目的團隊成員及經驗、公司資格、行業聲譽、概念提案等資格預審文件（詳見資格預審文件）進行綜合評審，評選出5家入圍的設計機構（聯合體，下同）進入方案設計競標階段。同時，評選出2家備選設計機構（須排序），如有入圍的設計機構退出，則備選設計機構依序替補。
The applying institution shall submit the corresponding registration materials in accordance with the rules of this solicitation activity and the requirements of the preliminary review materials. The organizer will establish a pre qualification committee, which will comprehensively evaluate the performance and experience of the main creative designers, team members and experience of the proposed projects, company qualifications, industry reputation, concept proposals, and other pre qualification documents (see pre qualification documents for details) of the applicants. Five shortlisted design institutions (consortia, the same below) will be selected to enter the scheme design bidding stage. At the same time, two alternative design institutions will be selected (in order). If any shortlisted design institution withdraws, the alternative design institution will be replaced in order.
2、通過遴選的5家入圍應征機構應按時提交《應征確認函》。
The 5 shortlisted applicant organizations that have passed the selection should submit the Application Confirmation Letter on time.
3、若遞交《應征確認函》的應征機構因非不可抗力因素中途退出或最終放棄應征，主辦單位有權在今后拒絕該單位參加主辦單位其他任何建設項目的應征。
If the applicant organization submitting the Application Confirmation Letter withdraws or finally abandons the application due to non-force majeure factors, the organizer has the right to refuse the applicant organization to participate in any other construction project of the organizer in the future.
4、資格預審委員會否決一部分投標后，若其他有效投標不足7家時，招標人將重新組織開展本項目資格預審。
After the prequalification Review committee rejects part of the bids, if there are less than 7 other valid bids, the tenderer will re-organize the prequalification of the project.
5、若應征機構未收到入圍通知書視為未入圍，代理單位不再另行通知。
If the applicant organization does not receive the notification of shortlisting, it is deemed not to be shortlisted, and the agent will not give further notice.
遴選入圍的5家設計機構提交符合《設計任務書》要求的成果文件。評審委員會對提交的設計方案進行評審，評選出前三名為優勝方案，并推薦給主辦單位。評審委員會對前三名優勝方案提出評審意見。
The 5 shortlisted design institutions are selected to submit the outcome documents that meet the requirements of the design assignment. The evaluation committee will evaluate the submitted design schemes, select the top three as the winning schemes, and recommend them to the tenderer. The judging committee will make comments on the top three winning schemes.
1、遴選入圍的5家設計機構直接進入第二階段方案設計競標。主辦單位將組織入圍的5家設計機構進行現場踏勘和答疑。在簽訂了保密協議后，主辦方將提供方案設計競標階段的《設計任務書》和詳細的設計基礎資料。
The 5 shortlisted design institutions were selected to enter the second phase of the proposal solicitation competition. The organizer will organize the 5 shortlisted design agencies to conduct on-site survey and answer questions. After signing the confidentiality agreement, the organizer will provide the Competition Document and detailed basic design information of the competition stage of the proposal solicitation.
2、入圍設計機構提交符合《設計任務書》要求的成果文件。主辦單位組建評審委員會進行評審，評審專家將在5家設計方案中選出3家(不排序)優勝方案推薦給主辦單位。主辦單位將優勝方案和專家評審意見報送上級行政主管部門，在充分尊重專家意見的基礎上從前三名優勝方案中研究確定一名中選單位。
The finalist design institution shall submit the result document meeting the requirements of the technical task book. The organizer will set up a review committee, and the experts will select 3 (no ranking) winning schemes among the 5 design schemes and recommend them to the organizer. The organizer shall submit the winning scheme and the expert evaluation opinions to the superior administrative department, and on the basis of fully respecting the expert opinions, study and determine one winning unit from the top three winning schemes.
3、評審過程須應征機構主創設計師對應征方案進行介紹及答辯，現場講解設計理念。確因特殊情況無法參加的，須經過主辦單位同意。
During the evaluation process, the chief designer of the applicant institution shall introduce and defend the application scheme and explain the design concept on the spot. If it is impossible to participate due to special circumstances, it must be approved by the organizer.
4、入圍的5家設計機構在提交符合要求的成果文件后將獲得相應的方案征集費用。
The five shortlisted design agencies will receive the corresponding competition cost after submitting the required outcome documents.
由中選單位作為牽頭單位，與本次征集技術支持單位共同完成成果整合深化階段工作。
The selected unit will be the lead unit and work with the technical support unit to complete the integration and deepening phase of the results.
1、根據專家及主辦單位意見，整合其他設計單位的優點，進行綜合服務基地及重要景觀節點、建筑等設計深化，深入專項研究，開展詳細規劃編制和建設實施導則編制，形成高水平、可落地的深化方案成果。

2、具體事宜根據后續工作安排進行協商。

1、重點設計范圍為綜合服務基地（12.5平方公里）以及賽里木湖風景名勝區總體規劃所確定的二級（74.0平方公里）和三級保護區（18.1平方公里）及潛力發展區。潛力發展區為上述范圍外其它經研究確定的潛在高價值區域，作為可替代或未來預留發展空間。

2、整體規劃范圍由賽里木湖風景名勝區、綜合服務基地組成，其中賽里木湖風景名勝區總面積1314.5平方公里，東西長29.5公里，南北寬23.4公里，湖面面積459.3平方公里。綜合服務基地位于景區外圍東部入口門戶區，規劃面積12.5平方公里。

3、背景研究范圍包括但不限于綜合服務基地南側的賽湖滑雪場度假區，與賽里木湖毗鄰的“博溫賽”文旅康養一體化區域、伊犁哈薩克自治州旅游一體化關聯區域等，可綜合考慮旅游發展策略等自行確定。

1、以生態文明為指引，充分利用大數據、實景三維等技術手段，深入研究賽里木湖自然地理、氣候條件、資源稟賦、歷史人文與文化特色、交通格局和空間形態等，在現狀及規劃研判、實施評估基礎上，結合國際案例借鑒，前瞻性探索賽里木湖及綜合服務基地整體開發利用模式，科學統籌協調綜合服務基地與景區發展關系，研究明確賽里木湖景區及綜合服務基地整體發展戰略和目標定位。

2、開展空間開發布局、生態及景觀風貌、文旅產業策劃、建設運營與投融資模式、支撐服務與服務保障、內外部交通設施及交通組織（含通用機場選址、博樂-賽里木湖旅游鐵路車站選址等）、土地開發策略與時序、消費場景與客群捕獲、投入產出及經濟轉化路徑等專題研究，開放性探索和識別高價值區域，深度挖掘與拓展景區游覽縱深與腹地，探索大美新疆高山湖泊國土空間開發保護與旅游發展新范式。

3、從“一帶一路”、“博溫賽”文旅康養一體化、博州及伊犁等區域旅游協同發展等大格局、多圈層背景下研究明確賽里木湖打造國際旅游度假區、提升國際影響力和美譽度的戰略實施路徑、開展“景區+綜合服務基地”整體性空間開發格局和關鍵景觀與人文節點重塑，進行場景式推演，擬定正負面清單及分期實施策略，為未來發展把脈定向提供關鍵決策支撐。

4、圍繞綜合服務基地、風景名勝區總體規劃確定的八大景區（科古爾琴、西海草原、查干郭勒、賽北懷古、崗吉格山、三臺草原、三臺古驛、薩爾巴斯套）、重要景觀環境和功能節點、潛力開發區域等進行整體城市設計、建筑及景觀概念設計。綜合考慮博樂-賽里木湖旅游鐵路車站、通用航空機場、索道等多種交通方式樞紐布局。

5、主體建筑及景觀概念方案設計應彰顯多民族融合特色形象，方案穩定、可行，包括（但不限于）設計理念、形態意向、建筑風貌設計、功能業態策劃、建筑設計、交通組織、公共空間、景觀設計、分期實施、投資估算等內容，明確建筑尺度、風貌、色彩等管控建議。

6、綜合服務基地應面向實施，包括（但不限于）功能定位、產業業態、用地布局、空間形態、景觀風貌、服務設施、交通組織、豎向設計、智慧城市、基礎設施、分期實施建議、資金平衡及運營等內容。應重點做好以下工作：一是區域功能定位與業態策劃，對標世界級湖泊型旅游度假區門戶，明確主導功能、業態類型、規模結構及設施標準等；二是交通系統組織與優化，處理好旅游鐵路站點、觀光索道及景區內部觀光游線等銜接關系，重點針對旅游高峰期擁堵緩解和疏散問題，構建安全、便利、暢達、循序的交通流線；三是空間布局及節點設計，注重挖掘區位、交通、文化資源特色，開展亮點片區實施性規劃設計，塑造可持續引人、留人的品質空間；四是實施及運營建議，形成近遠結合、有序經營、彈性適應的對策建議。

1、應征申請人須為中華人民共和國境內外合法注冊的法人實體或由法人實體組成的聯合體。法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。
The applicant shall be a legal entity or a consortium of legal entities legally registered in or outside the People's Republic of China. Two or more legal persons with the same legal representative, parent company, wholly-owned subsidiary and its holding company shall not apply for the competition at the same time.
2、允許聯合體報名，聯合體成員（含牽頭單位）不得超過3家。聯合體各方需簽署《聯合體協議》，協議中須明確合作各方的分工和設計費用的分配方式。聯合體成員不得再單獨以自己名義，或者與另外的設計機構組成聯合體參加本次征集。
Consortia are allowed to register, and the consortium members (including the lead unit) shall not exceed 5. 3、中華人民共和國境外設計企業或機構，應當按照中華人民共和國有關法律、法規辦理相應的市場準入手續，具有經合法注冊并在有效期內的營業執照或合法證明。設計人員應為其所屬設計機構的在冊人員，主創人員需真正負責本項目，參與本次國際競賽全過程，包括但不限于項目宣講會、踏勘、中期匯報、成果匯報及評審答疑等重要節點（含視頻會議）。
Overseas design enterprises or institutions of the People's Republic of China shall go through the corresponding market access procedures in accordance with the relevant laws and regulations of the People's Republic of China, and have a business license or legal certificate that is legally registered and within the validity period. The chief creators must be truly responsible for this project and participate in the entire process of this international competition, including but not limited to important nodes (including video conferences) such as project presentations, site surveys, mid-term reporting, results reporting, and review and Q&A.
4、在中華人民共和國境內具有法人資格的企業或機構，應具備城鄉規劃編制甲級資質、風景園林工程設計專項甲級資質、建筑行業（建筑工程）甲級資質其中之一。若采取聯合體報名方式，則聯合體成員中須至少有一家具備上述資質。
An enterprise or institution with legal person status within the territory of the People's Republic of China shall have one of the Class-A qualifications for urban and rural planning, Class-A qualifications for landscape engineering design, and Class-A qualifications for construction industry (construction engineering). 5、鼓勵應征機構跨界聯合，組建由城市規劃設計、景觀設計、建筑設計、交通設計、戰略咨詢、運營策劃、投融資等多專業融合和相關業績經驗突出的聯合團隊。具有豐富的旅游景區、度假區、城市重點片區戰略研究、規劃設計與實踐經驗業績的團隊將優先考慮。
Applicants are encouraged to join forces across the border and form a joint team with outstanding experience in urban planning and design, landscape design, architectural design, traffic design, strategic consulting, operation planning, investment and financing and other professional integration. Teams with rich experience in strategic research, planning and design of tourist attractions, resort areas and key urban areas will be preferred.
6、負責本次方案國際征集設計工作的主創設計師需參加重要節點的匯報會議（包括視頻會議）等工作，如在本次國際征集過程中發現主創設計師與報名材料所提交的團隊人員不符，主辦單位有權取消其參加資格。
The chief designer responsible for the international solicitation design of this scheme shall attend the reporting meeting of important nodes (including video conference) and other work. 7、申請人須具有獨立承擔民事責任的能力，不接受自然人或自然人組合的報名。

1、主創設計師須有主導過不少于1個同類型項目經驗：不低于10平方公里城市設計類似業績（含單獨城市設計，須提供中選通知書或合同協議書或其他合法真實有效的書面證明材料及項目成果驗收的證明材料，提供的材料應體現主創設計師），且應為團隊部門負責人及以上職務；

5、參與本次征集活動的設計人員應為該應征機構的在冊人員。為了便于項目團隊人員對中國地區背景和相關要求的準確理解，境外應征機構團隊中須配備相應的漢語翻譯人員。

本次方案征集費用及整合深化階段費用均以人民幣支付，由所獲費用等產生的任何稅費均由設計機構（聯合體）自理。經過專家評審后，符合設計要求的設計機構（聯合體），依據其排名將獲得如下方案征集費用：
The scheme compensation in this solicitation and integration & deepening stage fees will be paid in RMB, and any taxes and fees incurred from the compensation, etc. shall be borne by design agencies (consortiums). Design agencies (consortiums) that meet the design requirements upon review by experts will receive the following compensation depending on their rankings:
1、第一名單位（中選單位）：方案征集費300萬元。
First place: Competition cost of RMB 3 million.
2、第二、三名單位：方案征集費各200萬元。
Second and third places: Compensation of RMB 2 million respectively.
3、第四、五單位：方案征集費各150萬元。
Fourth and fifth places: Compensation of RMB 1.5 million respectively.
4、設計機構以設計聯合體名義參加征集活動的，招標人將只與聯合體的牽頭方聯系和結算。境外設計機構若無法使用該機構帳戶收取人民幣的，可授權境內合法獨立法人代收款項。
If design agencies participate in the solicitation in the name of consortiums, the Tenderee will only contact and settle with the leading member thereof. If a foreign design agency cannot use its account to collect the RMB, it can authorize a domestic independent legal entity to collect the money on behalf.
5、如招標人或評審委員會認為參加征集活動的設計機構（聯合體）提交的成果文件未達到約定的工作深度及成果要求的，招標人可相應支付部分或不支付其方案征集費用。
If the Tenderee or review committee holds that the deliverables submitted by any design agency (consortium) that participates in the solicitation activity fail to reach the agreed design extent and deliverables requirements, the Tenderee may correspondingly pay a part of or not pay the compensation thereto.
6、成果整合深化階段費用人民幣400萬元。由中選單位聯合本次征集技術支持單位，與主辦單位簽訂方案整合及深化合同，對照成果整合深化階段任務書共同完成。
